Membership in the Utility Notification Center of Colorado, “Colorado 811”, consists of the owners and operators of underground utility facilities in the State of Colorado, in accordance with Section 9-1.5-101., et seq., of the Colorado Revised Statutes, as amended (known as the “Colorado One Call”, “Colorado Excavation Requirements Law” or “Colorado Notification Law”), Excavators, and Sustaining Members which are such persons, organizations, or entities which desire to become members, and which are accepted as members by the Association.
Colorado 811 offers three classes of membership:

The Utility Notification Center of Colorado, commonly known as “Colorado 811” is a 501c4 Non-Profit Association and the state mandated, official communications link between the excavating community and registered member facility owners and operators.

As a Facility Owner/Operator, your membership with Colorado 811 helps protect our state’s underground utility infrastructure, our citizens—and your business. Together, we help prevent damage to underground facilities.
[Colorado 811] provides a huge value to us. Without them, identifying which excavators are digging on sites would be difficult and a free-for-all. They also play a pivotal role in damage prevention across the State because they are the centralized touchpoint for all excavators and utility owners.

Ticket Research and Disputes
Ticket Research
Colorado 811 has a ticket research service to review past locate requests. It helps provide documentation and clarify what occurred before and during excavation.
Alternative Dispute Resolution
Colorado811 has an Alternative Dispute Resolution (ADR) program available to disputes arising from damage to underground facilities. The program is voluntary, and both parties must agree to participate and program limitations may apply.
