You are receiving this letter because you are a registered Tier Two member of Colorado 811 who has not completed the process of converting to Tier One membership. The Colorado Legislature mandated conversion to Tier One membership in legislation that became effective in 2018. YOU MUST COMPLETE YOUR CONVERSION BY JANUARY 1, 2021!
- Conversion to Tier One membership WILL impact your budget in 2021 and we can help you estimate the costs of the conversion for your budget planning
- Conversion to Tier One membership WILL NOT happen automatically-you must act proactively on behalf of your organization
- If the conversion process is not started by July 1 , 2020, there is a risk you will be non-compliant with the state “One Call” law
- Conversion process timelines can vary but could take as long as three months
- CO811 requires a named person to be a single point of contact throughout the complete conversion

In 2018, Colorado Governor Hickenlooper signed into law Senate Bill 18-167 C.R.S. 9-1.5-101-108, which amended the previous “One-Call” law. The law has many new provisions, including a requirement for all Tier Two members to convert to Tier One membership by January 1, 2021. The law also established the Colorado Underground Damage Prevention Safety Commission, which is a 15-member panel of stakeholders under the jurisdiction of the Colorado Department of Labor responsible for enforcing the law concerning incidents related to excavation and promoting safe practices. The Utility Notification Center of Colorado (UNCC) D.B.A. Colorado 811 (CO811) is by law the “Notification Association” for the State of Colorado. Excavators are required by law to contact Colorado 811 before any excavation is to occur. All underground facility owners and operators must become Tier One members of the notification association.
The law eliminates Tier Two membership. You are receiving this letter because you are a registered Tier Two member of CO811 who has not completed the process of converting to Tier One membership. The conversion process timeline varies due to potential impacts to your internal procedures, the volume of locate requests received, and preparation for posting positive responses to every locate request promptly. To help you plan for your 2021 budget and the costs associated with locating your underground facilities, please contact Member Relations and request total ticket counts and your historical costs. The benefit of converting as soon as possible is that you will receive all CO811 services at no cost to you until January 1, 2021.
Your organization/company MUST begin the conversion to a Tier One membership by July 1st, 2020. Failure to timely convert to Tier One membership will put you at risk of non-compliance with the state “One Call” law and could ultimately result in fines or other sanctions that can be imposed by the Colorado Underground Damage Prevention Safety Commission.
CO811 currently has 400 Tier Two Members that have not converted to Tier One membership. We understand that a change like this can be challenging. CO811 is committed to making the transition process as seamless and pain-free as possible and to help you avoid non-compliance with the law.

To start the conversion process, simply complete and return the required conversion documents, which can be found on our website or by contacting the Member Relations Department directly via email at member-services@co811.org or call our phone number at 303-232-1991.
You are required to complete a conversion registration form as well as provide CO811 with an updated area of notification showing the location of your underground facilities. Once we receive your conversion documents, we can schedule the conversion date to switch your organization to a Tier One Membership.
Applications are processed in the order they were received. Not beginning the conversion process by July 1, 2020, means that your organization’s conversion might not be completed in time, and your organization/company may be out of compliance in January of 2021.
Note: Newly converted Tier One members will receive notifications free of charge until January 1, 2021.
CO811 is required by law to report to the Colorado Underground Damage Prevention Safety Commission all Tier Two members that have not transitioned to Tier One Membership by the deadline of January 1, 2021.
